ADMISSION CALENDAR
First intake:
- an evaluation fee of 100 euro for processing the file must be paid together the file submission; without confirmed payment, the file will be disregarded
- Only candidates who have paid the evaluation fee (100 EURO) will be considered for review
- File submission deadline: 15th February 2026 (inclusively)
- Publication of results: 06th March 2026
- Guarantee payment deadline: 27th March 2026
- Transmission of application files to the Ministry: 06th April 2026

IMPORTANT ANNOUNCEMENT – Guarantee Fee for Eligible non-EU Candidates at “Vasile Alecsandri” University of Bacau (UBc)
According to the Senate’s decision of the “Vasile Alecsandri” University of Bacau (UBc) on 20.06.2025, the introduction of a guarantee fee for enrollment of non-EU candidates in university studies was approved.
The study attendance guarantee fee is 5000 EURO.
Information Regarding the Guarantee Fee:
- The guarantee is to be paid only after our university’s admission results are published, and only by eligible candidates at UBc
- Payment deadline: within 5 working days from the publication of the results
- The application files of eligible candidates will not be forwarded to the Ministry of Education and Research without proof of payment of the guarantee fee
- The guarantee fee must be paid into the same bank account used for other UBc fees
- After obtaining the visa or upon arrival at the university, interest-bearing bank accounts will be opened for each candidate
Tuition Fee:
- The tuition fee for the preparatory year/study programme must be paid after receiving the Letter of Acceptance for studies within 2 weeks
- Candidates may choose to pay both the tuition fee and the guarantee fee simultaneously at the moment of application at UBc
- This action may support the visa application process

Non-EU candidates must take the following steps:
APPLICATION STEPS:
1. create account for UBc-International Student Admission;
2. activate your account on your email;
3. login into your activated account at UBc-International Student Admission;
4. fill in electronically all the personal information carefully;
5. an evaluation fee of 100 euro for processing the file must be paid together the file submission; without confirmed payment, the file will be disregarded;
6. upload the documents required in the application as separate scanned copies;
7. generate your application form, print it, add a photo, sign and upload it on the platform;
IMPORTANT: please check your emails regularly for notifications regarding the status of your application and update it as soon as possible within the deadline;
8. when the file is approved by the University, you must pay the guarantee fee and send the proof of payment to relint@ub.ro and upload it in your UBc account
9. after payment confirmation, our institution sends it to the Ministry of Education and Research in order to request the issuance of the letter of acceptance to studies;
10. our university forwards the letters of acceptance to studies to the approved candidates on the UBc account or by email in order to pay the tuition fee
the tuition fee must be paid within 2-3 weeks from receiving our email with the letter of acceptance (a proof of payment must be sent to relint@ub.ro );
o NOTE: all the costs regarding the bank transfer are entirely the applicant’s responsibility.
11. based on the letter of acceptance provided by the university and the payment of the tuition fee, a confirmation letter for payment and accommodation will be issued by our university;
12. a study visa must be requested by the candidate based on the letter of acceptance and confirmation letter as soon as possible to be able to start the academic year in October 2026.
13. send an email confirmation once visa is approved and pay for the accommodation for 5 months in advance (see notes below).
14. in case of visa refusal, an email must be sent to relint@ub.ro. A refund can be performed only after the authorities confirm it.
IMPORTANT INFORMATION (REFUNDS, GUARANTEE & REGULATIONS)
- Admission for the Romanian language preparatory year is possible until 31 December 2026, subject to available places
- Place confirmation for EU candidates for the Romanian language preparatory year requires payment of the tuition fee (50% refundable in case of non-attendance)
- EU candidates are exempt from the study attendance guarantee fee
- Application and tuition fees remain those established for the 2026–2027 academic year
- The tuition fee for the Romanian language preparatory year is updated for European Union candidates, for candidates holding a legal right of residence in Romania, and for Romanian citizens returning from abroad who do not speak Romanian, in accordance with OMEC Order no. 5545/22.08.2025, as well as for citizens of the European Economic Area, and the Swiss Confederation
- Tuition fees may be increased annually by a maximum of the inflation rate, rounded down to the nearest €25, in accordance with the law
- The study attendance guarantee and tuition fees are non-refundable for candidates who obtained a study visa but did not enroll within 30 days of entering Romania or the European Union, except where the Romanian diplomatic missions confirm the candidate’s physical presence abroad after the visa expired or was cancelled
- The guarantee and tuition fee for the current academic year are not refunded if the student obtains another type of residence permit valid in Romania or the EU, issued on a visa other than a study visa
- The guarantee is not refunded if the student withdraws from studies and subsequently obtains another right of residence in Romania or the EU
- The guarantee is refunded only upon graduation from the level of studies for which the study visa was issued, within a maximum of 3 years from completion of the study cycle, based on an official graduation certificate (with reference to the last day of the examination session corresponding to the final semester of studies), regardless of the field of study, university, or country of graduation
- Upon presentation of the graduation certificate (not merely proof of passing final exams), the guarantee is refunded together with the accrued interest
- If a student interrupts studies, obtains another residence right in Romania or the EU, and fails to inform the university about the continuation of studies (in Romania or another EU country) by the graduation date of the following cohort, the guarantee is forfeited, even if a graduation certificate is later submitted. The funds are transferred to the university
- To keep the guarantee, students must submit annual proof of continued studies at another university, including in cases of transfer approved by the university
- In case of withdrawal during the academic year, refunds are calculated proportionally, based on the date of the withdrawal request, subject to study visa cancellation and confirmation by the relevant diplomatic missions of the student’s physical presence in their home country
- Tuition fees are not refunded if the student leaves Romania for a country other than the one for which the study visa was issued
- The self-financed student status (foreign currency) may be changed to a tuition-based status paid in RON or to a state-funded status starting with the following academic year, if another right of residence in Romania is obtained, without refund of the study attendance guarantee until graduation
- Admission to PhD studies in foreign languages without a preparatory year is possible only under doctoral supervisors accredited to supervise in languages other than Romanian, within their supervision capacity
GENERAL INFORMATION
The language of instruction at "Vasile Alecsandri" University of Bacau is Romanian, except for the Bachelor's degree and Master's degree studies in English and French at the Faculty of Letters.
Prospective students from the EU countries must apply directly to our University and they are admitted under the same conditions as Romanian citizens.
They must prove their studies with a study equivalence certificate issued by the Romanian Ministry of National Education either through our university or directly at the ministry. In addition, they must prove their knowledge of the Romanian language by providing one of the following documents
- Romanian study diplomas/certificates/transcript of records of at least 4 consecutive years of studies in Romanian in a Romanian institution
- A Certificate of Linguistic Competence of Romanian according to the CERF proving a B1 level
- Certificate of a preparatory year for studying Romanian proving a B1 level according to the CERF issued by a Romanian university (IMPORTANT: our university offers the possibility to enroll students for the preparatory year for learning the Romanian language - 2500 lei)
TUITION FEES:
- Students from EU countries pay the same tuition fees as Romanian students
- Non-EU students pay:
- 2500 euro/year for the Romanian language preparatory year;
- 2500 - 2700 euro/year for undergraduate studies (Bachelor's degree programmes);
- 2500-3000 euro/year for the postgraduate studies (Master's degree programmes);
- 5000 euro/year for Doctoral studies
Tuition fees DO NOT include the cost of living (accommodation and subsistence) in Romania.
DOCUMENT CERTIFICATION:
All study documents and birth certificate must fulfill the conditions provided in the letter of acceptance, namely to have an authorised translation of the final certificate of studies certified by a Romanian Embassy or an International over-legalisation, namely:
The Hague Apostille is requested for diplomas from countries that are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal, and Cyprus.
Diplomas issued in countries that are not parties to the Hague Apostille Convention shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries;
- Legalisation/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country's Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
- Legalisation/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.
PERMIT OF RESIDENCE
All students must apply for a permit of residence in Romania within 90 days upon arrival.

IMPORTANT:
- When presenting to studies and taking into account that students have the obligation to open a bank account in Romania, they must present official documents specifying their home address at least in English/French, if not translated into Romanian (e.g. identity card - if they have their registered address, utility bills, bank statement in the country home address with their home address, or any other official document confirming their home address)
- The proof of means of support amounting to at least the minimum gross salary per country guaranteed in payment for a period of at least 6 months represents a minimum of 13.500 lei / 3.000 de euro deposit in a Romanian bank account opened in the applicant’s name
- The fees you must pay to obtain a residence permit
- 120 euros (equivalent in lei) representing the consular fee;
- 259 RON representing the equivalent value of the residence permit.
NOTE:
Non-EU students coming to study must pay in advance the accommodation fee at the beginning of each semester for the whole semester (5 months). The fee in the Hall of Residence no.4 for non-EU students is 270 euro/room with maximum capacity of 3 students (90 euro/person, total amount = 450 euro/semester). Depending on room availability, students can later choose to be accommodated 1 or 2 in a room, and they will pay the difference in fee subsequently. For the rest of the student residences, with a capacity of 4-5 students/room, the fees are being updated.
